Ex-Steel Plant Site Getting Mixed-Use Makeover

The site of a massive, World War II-era steel mill on the eastern shore of Utah Lake that closed in 2001 is being reborn as a 700-acre mixed-use complex. (Before work started on that effort, the site underwent an extensive environmental cleanup.) Located in Vineyard, Utah –about 40 miles south of downtown Salt Lake City – the latest development at the multi-year Utah City project is the hiring of Odyssey Retail Advisors to shape Broad Street, its main shopping boulevard.

Currently in the design phase, Broad Street is envisioned as a 250,000-square-foot, walkable retail district anchored by Utah City’s residential development, its Huntsman Cancer Institute and an array of wellness amenities. Plans call for an architecturally engaging neighborhood that brings together a curated mix of fashion, food and beverage, wellness, beauty, home, entertainment and service concepts, the development partners said in a news release. Construction on Broad Street is expected to begin in spring 2027.

“Broad Street gives us the opportunity to curate a retail mix that feels both elevated and relevant to the community,” said Rick Strauss, Principal at Odyssey Retail Advisors, whose previous clients include Hudson Yards in New York, CityCenter in Washington, D.C., and the Bellagio in Las Vegas. “We are focused on identifying distinctive concepts that complement one another, meeting the needs and ambition of Utah City, and introducing something new to the broader market. The goal is to create a balanced mix that gives people a compelling reason to spend time in Utah City.”

Thus far, the complex has seen the completion of its first 450 residential units, a grocery store and several parks, restaurants and amenities. At full build-out, the complex is expected to have 17 million square feet across five distinct districts, including 3.2 million square feet of commercial space, approximately 425,000 square feet of retail, at least 2000 more housing units and more than 50 acres of parks and walking paths.
